Role Description

Technical Leads will be required to work with the project team, liaise with the technical team and lead work to develop new code, uplift existing code and deliver requirements for enhancements and improvements (approximately 25% leadership and 75% hands-on software development)


Key duties and responsibilities


The role will be responsible for, but not limited to:

  • Participating in the full Software Development Lifecycle (SDLC) to develop and maintain a C# based, n-tier, enterprise software and associated documentation in accordance with AEC standards.

  • Following Scaled Agile (SAFe) for all software development projects; Developing automated application build and deployment scripts using technologies such as Azure DevOps.

  • Leading development team through workload allocation and mentoring and advising on agile development processes; Contributing to daily, weekly and monthly Agile rituals, helping to ensure they are run effectively and efficiently.

  • Liaising with technical and business area staff to facilitate the design and implementation of product features and resolution of defects or incidents.

  • Proactively (and reactively) identifying and clearing organisational roadblocks and interferences that may distract development.

  • Developing and regularly maintaining system development schedule to ensure milestones and timelines are met; Tracking sprint progress and identifying any divergence from allocated tasks.

  • Overseeing and presenting system showcases to various stakeholders as required; Facilitating development across stakeholder groups within the AEC.

  • Understanding the product planning lifecycle and effectively managing the product backlog in collaboration with the Product Owner and Scrum Master; Ensuring that outcomes are effectively communicated to the product owners, establishing the basis for future practice

  • Sharing code and development learnings back to the Developer Community of Practices to inform continuous improvement.

  • Performing additional responsibilities as required and directed by the relevant Director/Team Leader or delegate.


Applicants located outside of Canberra will be required to travel to Canberra for operational reasons as directed (e.g. onboarding, planning exercises [1-2 times per quarter], in person training, etc.).


Any required travel will be discussed in advance and notice given wherever practicable.


Criteria

The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters.


Essential criteria


  1. Evidenced experience and qualifications as a Technical Lead with the ability to lead, manage and mentor a full stack development team; Experience in technical analysis and design of modular solutions.  

  • Proven hands-on technical experience working in an Agile Software Development Lifecycle (SDLC) and ability to act as a liaison between the tech and business team; Ability to communicate effectively whilst anticipating stakeholder needs and expectations across a geographically dispersed network.   

  • Strong experience in developing automated application build and deployment scripts using the .NET environment (.NET Core) and Azure DevOps; Demonstrated experience with full stack cloud-based application development in MS Azure.    

  • Proficiency in using various IT applications and project management tools, including the Visual Studio, MS Suite, Azure DevOps, and Miro or similar. Experience in successfully setting priorities and delivering quality results within time/budget constraints.  

  • Demonstrated ability to manage staff, build and develop capabilities, and promote professionalism; Demonstrated personal integrity whilst achieving results within legislative and policy parameters.

  • Page 2 - A one-page pitch addressing the selection criteria. This should not exceed one page.


  • Pages 3 - 5 - A resume of no more than three pages.   


We will strictly adhere to the requirements outlined above – submissions that do not meet the listed criteria will be deemed not compliant.



Desirable criteria


1.Tertiary qualifications or industry recognised certification in Information Technology or Computer Science (or other relevant discipline).    


  • Knowledge of, or ability to, quickly gain knowledge of Australian electoral law and practice.    

  • Experience in Cloud-based technologies (Azure/AWS).   

  • Experience developing full stack solutions with web front end frameworks (e.g. Blazor). 

  • Experience in developing CI/CD build and deployment pipelines using Azure DevOps or similar.
